GAROWE — The Acting President and Vice President of Puntland, Ilyas Osman Lugatoor, on Tuesday officially inaugurated the 4th Puntland Development Plan Conference (2026–2030) in Garowe, marking a key milestone in the region’s long-term development agenda.

The conference presented a comprehensive and evidence-based outline of Puntland’s five-year development strategy, prepared by the Ministry of Planning. The plan is guided by the theme: “Towards an Inclusive Government and a Prosperous and Self-Sufficient Puntland.”
In his opening remarks, Vice President Lugatoor reviewed the newly unveiled development framework, emphasizing its role in strengthening governance, promoting economic growth, and improving social services across Puntland. He highlighted the importance of inclusivity, sustainability, and institutional reform in achieving long-term stability and prosperity.
The Ministry of Planning outlined five core pillars that form the foundation of the 4th Development Plan. These include: Inclusive Politics and Good Governance; Equality, Justice, Security Reform and the Rule of Law; Economic Development; Community Development; and Environmental Protection and Climate Change.
The conference drew wide participation from both local and international stakeholders. Attendees included representatives from the European Union, Norway, Denmark, Sweden, Switzerland, and the World Bank, as well as heads of United Nations agencies and other international organizations. Also present were Puntland government officials, members of the State Councils, district governors, judiciary representatives, election commission officials, state bank authorities, business leaders, scholars, members of the diaspora, youth groups, and women’s organizations.
Organizers said the conference aims to align government priorities with community needs and development partners, ensuring effective implementation of the plan over the next five years.
