Mogadishu — Somali Prime Minister Hamza Abdi Barre has reshuffled the directors-general of three key government ministries in a move the government says is aimed at accelerating public sector reforms and strengthening the implementation of its development agenda.
The appointments, announced on Thursday under the prime minister’s constitutional authority, affect the ministries of Ports and Maritime Transport, Energy and Water Resources, and Labour and Social Affairs.
Under the changes, Dr Mohamed Saneey Dalmar was appointed Director General of the Ministry of Ports and Maritime Transport, Ahmed Yusuf Abdulle was named Director General of the Ministry of Energy and Water Resources, and Abdullahi Hassan Aden was appointed Director General of the Ministry of Labour and Social Affairs.
In a statement, the Prime Minister’s Office said the reshuffle was intended to inject fresh momentum into the ministries and improve the delivery of government programmes. It added that Mr Barre had urged the newly appointed officials to uphold high standards of public service and to accelerate the implementation of their ministries’ priorities.
The appointments come as the Somali government continues to pursue a wider programme of governance and economic reforms aimed at strengthening state institutions and improving public sector performance.
In recent months, the administration has introduced ministerial performance assessments, expanded digital government initiatives, and advanced reforms in public financial management and civil service administration designed to enhance accountability and service delivery.
The ministries affected by the reshuffle play a central role in Somalia’s development strategy. They oversee sectors including maritime transport, energy and water infrastructure, employment, and social protection, all of which are considered critical to the country’s long-term economic growth and public service delivery.
Analysts say effective leadership across these institutions will be important as Somalia seeks to attract investment, expand essential services and sustain reforms following debt relief and renewed engagement with international financial institutions.
The latest appointments highlight the government’s continued focus on improving institutional effectiveness as Somalia seeks to strengthen governance while addressing persistent security, economic and development challenges.
