Somaliland and Jubbaland Reject Somali Cabinet’s UAE Withdrawal Plan

Hargeisa/Kismayo – The administrations of Somaliland and Jubbaland have strongly opposed the Somali cabinet’s recent decision to suspend all agreements previously signed between Somalia and the United Arab Emirates (UAE).

Press releases from both Hargeisa and Kismayo criticized the federal government in Mogadishu, declaring that the cabinet’s decision will not be enforced in territories under their administration.

Somaliland, which considers itself an independent state, emphasized that it has the constitutional authority to enter into international agreements, particularly those aimed at the development of its territory.

Jubbaland echoed this stance, reaffirming that federal decisions will not affect its agreements with foreign partners.

Jubbaland also highlighted that the agreement to develop and expand the port of Kismayo is strictly a development project and does not concern political matters. The administration accused the federal government of failing in both the fight against Al-Shabaab and the maintenance of national unity, asserting that its agreements with foreign partners will continue despite Mogadishu’s decision.

The announcements reflect growing tensions between Somalia’s federal government and its autonomous regions over authority and control of foreign agreements, highlighting a fragmented approach to foreign policy in the country.
