Statement on recent developments in Somalia by the Horn Centre for Security Analysis:

The Horn Center for Security Analysis has observed the recent political development in Somalia that has occasioned the removal of Prime Minister Ali Hassan Khayre and his administration via the vote of no confidence passed by the Lower House of Parliament.

We take note that this happened at a critical period following the July 17th – 22nd, 2020 Dhusamareb deal arrived at between the Federal Government of Somalia (FGS), Federal Member States (FMS) and the crucial stakeholders. The deal paves way for the creation of a technical committee comprising of the federal government and regions to study and recommend an election model for the upcoming polls.

Moving forward, it would be of great significance for the Somalia government to promote and guarantee cooperation, inclusivity, in-depth consultations, fair-play and continuous dialogue in ensuring that elections, which must be timely, are conducted within the bounds of the Provisional Constitution and the set schedule. The Agreement reached at Dhusamareb must be respected by all actors involved. The formulation of the pending election model should be guided by the precepts of ‘Peace, Unity, Fairness and Inclusivity’ without any inclination towards ‘individualistic’ approaches and ambitions.

The Horn Center for Security Analysis therefore, urges that a compromise should be considered in the deliberation towards the formation of an electoral model. Somalia should build on its systems that promote stability by encouraging good governance, respecting human rights and freedoms, and upholding the rule of law. Finally, regional and international bodies should observe and respond to events in Somalia to ensure that the country does not fall back to conflicts arising from tensions propelled by individual interests.
